Mr. Michael Opam is a seasoned Ghanaian energy systems development expert with a career spanning over 37 years, specializing in energy policy, economic regulation, and institutional development. He is a former Executive Secretary of the Energy Commission of Ghana, a national agency responsible for regulating and managing the development and utilization of energy resources in Ghana. He has professional working experience across several African countries, including Tunisia, Nigeria, Liberia, Togo, Benin, and Cote d'Ivoire. With a diverse educational background and extensive professional experience across Ghana and the ECOWAS sub-region, Mr. Opam has demonstrated exceptional leadership and technical expertise over the years, shaping the design and implementation of energy policy, energy projects, strategy, procedures, and pricing. He has also demonstrated leadership and technical expertise in power sector reforms, institutional development, and promoting sustainable energy solutions. Furthermore, he has led capacity development programs for energy sector stakeholders and provided expert advice on electricity and water regulation and innovation. He holds an MSc in Energy Economics, Management, and Policy from the University of Pennsylvania, an MSc in Petroleum Economics and Management from the Institut Francais du Petrole (IFP), and a BSc in Chemical Engineering from Kwame Nkrumah University of Science and Technology (KNUST). He has consulted for several international organizations, including the World Bank, African Development Bank (AfDB), United States Agency for International Development (USAID), European Union (EU), and Danish International Development Agency (DANIDA), providing consultancy services on energy sector policy reforms and renewable energy project implementation. Notably, he led Ghana's Technical Working Group for the West African Gas Pipeline Project from 1997 to 2006, serving as an expert on energy policy and pricing. His contributions to Ghana's energy sector are significant, as highlighted by his tenure as Senior Technical Director of the Public Utilities Regulatory Commission (PURC), Chairman of the PURC Board, Chairman of the Electricity Market Oversight Panel, and Member of the Electricity Company of Ghana Board. Additionally, he has held various roles, including Technical Director of the Energy Ministry and Technical Advisor to several Energy Ministers in Ghana and Liberia, focusing on electricity and renewables policy, access, and national electrification. Also, Mr. Opam has served as a consultant to the ECOWAS Regional Electricity Regulatory Authority (ERERA), supporting the review of the West African Power Pool (WAPP) Grid Code for the ECOWAS Regional Electricity Market. Again, he has served as a consultant to Liberia’s Electricity Regulatory Commission and Ministry of Mines and Energy, advising on the technical and economic regulation of electricity services, building the capacity of staff in the energy sector value chain, formulating policies, strategies, and long-term planning of the electricity supply industry, promoting energy access, energy efficiency, renewable energy, and rural electrification.
